To revise means to re-see a paper to determine its general effectiveness and to decide if it fulfills the writer’s original intentions. First, you  look at the work globally, that is, at overall matters of structure, organization, and content, rather than at sentence-level concerns.  Why spend time correcting word choices, grammar, and punctuation for sentences that might not even make it to the final draft?
